Particulars of the Organisation Manual – I

  1. History and background of the Organization: –The Department of Physical Education and Youth Welfare was re-named to “The Department of Youth Resources & Sports” in the year 1993. Besides District Sports Officer & Youth Resources Officer posted in the Districts. BS&G, NCC, NYK, NSS &MTF Wings are under the supervision of the Department. The Department has a full fledged Engineering Wing to assist in the construction works of the Deapartment.
  2. Aims and Objectives/ Missions & Visions/ Key Objectives: –The main objectives of the Department are to harness the Youth to fully realize the potential and talent and to promote and channelize in the field of sports, music and other youth centric activities.
  3. Functions and Duties: – The Directorate of Youth Resources & Sports takes care of the promotion of Sports and Games andYouth welfare programmes. Italso monitors the functioning of the District Sports Offices, State Olympic Assocoations, State Level Sports Associations, District and Sub-divisional Associationsand much more club and schools undertaking Sports activities in the State.The Department also co-ordinate with the Sports Authority of India, North East Council, DONER, and the Ministry of Sports & Youth Affairs, Govt. Of India. Plans and Programmes for Sports and Youth Development are chalked out and Govt. Approval obtained before it is executed. Financial assistance as Grants-in –Aid is extendedto State Level Associations /District Level Associations /clubs and schools to carry out Sports and Youth activities. Coaching programmes are also organized by the Directorate and sometimes in collaboration with the State Associations before the Teams are sent for participation at the Regional and National Level Tournaments.

The Directorate also organizes Youth Welfare Programmes like Youth Festival for empowerment and capacity building of youth for realization of potentials of individuals ,Quiz competitions to increase knowledge and awareness , extempore competition, debate and group discussion from major youth activity programmes.During Youth camp ,singing ,dancing intermingling with different Youths ,music culture and talent  exposition to showcase different abilities  is considerd a priority.

POWERS AND DUTIES OF OFFICERS AND EMPLOYEES

Transaction of Govt. Business in the Department is governed by the rules of Executive Business of the Government of Nagaland issued by the Governor under Article 166 of the Constitution of India. The department is therefore, responsible for formulation of Policies of the Government in relation to the Business allocated to it and also for the execution and review of those policies. The Department at the Secretariat level follows the manual of Office procedure, 2010 Nagaland Civil Secretariat (Revised and updated) in the discharge of duties.

Secretariat Level:

4. Section Officer 1 The Section Officer is the overall supervisor of the Branch/Section. Besides general duties of assigning works to the staff, management and co-ordination of works, maintenance of order and disciplines, scrutiny of section records, recording, Classification of files and review of files for destruction, proper indexing and upkeep of registers, responsibilities relating to issue of draft letters, efficient and expeditious disposal of works and cheque  on delays,  while taking independent action on issuing reminders, obtaining or supplying factual information of non-classified nature and any other cases authorised to be taken independently for disposal etc.
5. Secretariat Assistant(s) 2 The Secretariat Assistant & Junior Section Officer works under the orders and supervision of the Section Officer and are responsible for the work assigned to them. In putting up of cases, all fax open to check have been correctly stated while pointing out any mistake or incorrectly statement of the fax, Drawing attention where necessary to precedents, rules and regulation on the subject, putting up guard file if necessary and  supplying other relevant facts and figures bringing out clearly the question under consideration and suggesting course of action wherever possible, registration of Dak, maintenance of branch dairy, file register, file movement register, indexing and recording,  typing, comparing, despatch, preparing of arrears and other statement, supervision of correction of reference books and submission of routing drafts etc. while assisting is drafting, data entry and maintenance of records in computerized form.
6. Personal Assistant/Stenographer 1 Routing nature of work including mailing of correspondence, filing of papers making appointments, arranging meetings and collection information, maintaining confidentiality and secrecy of confidential and secrete papers entrusted to them, exercise skill in human and cordial transcription, fixing of appointment and cancellation if necessary, screening of telephone calls and visitors, keeping an accurate list of engagement, meetings, etc. and reminding the Officer, proper maintenance of papers to be retained by the Officer, recording of movements of file seen and past by his Officers, destruction of Stenographic record of confidential and secret letters after they have been typed and issued, carrying out corrections to the Officer’s reference Books and making fair copies of draft Demi Official letters to be signed by the Officers etc.

Procedure followed in the decision making process, including channels of supervision and accountability.

Transaction of all Government business in the Department is governed by the Rules of Executive Business of the Government of Nagaland and therefore the Department is responsible for formulation of policies of the Government in relation to the business allocated to it and also for execution and review of those policies.
On the channels of Supervision in this Department it may be said that the section incharge /officer is the overall supervisor of the branch / section. Besides general duties, any application/order/correspondence/complaints, when received by the Director (HOD) are endorsed to the respective branch through the Registrar and Officer in charge. The staffs/Dealing Assistants from the branch takes up the matter following the instruction from the officer(s) in charge.The Staffs /Dealing Assistant from the branch takes up the matter. Ultimately, on receiving the file HOD makes/takes decision after verification of the findings/noting given by the respective officer(s) and staffs from different section.
With regard to the accountability, financial and cognate powers rest with the Director. The Additional Director is the DDO. Account Officer in the Directorate ensures accountability and disciplines all the financial matters. The revenue bills including other bills are all forwarded by Director and similarly under Capital/construction section are also forwarded by the Director and after obtaining due approval from Governmebnt the final disbursement for different projects is transferred to the EE wing YRS Division.
Need it be said that supervisory role are given to the District Officers for execvution of centrally Sponsored Shemes and projects and District Officers are also entrusted to implement the Central Scheme for playfield Construction which are carried out in close coordination with the District Administration.

Along with it , the Directorate , the general administration rest with the Director and all the components/units such as the Youth, Sports section ,NSS,NCC, BS&G , Engineering wing, Sports Academy etc and all the subordinate offices/ establishment comes directly under the control of the Director whose decision remain final and binding in all matter. However, the Administrative Head of Deaprtment is the Commissioner & Secretary, who is responsible for policy and administration and whose responsibility is undivided and complete.
