  1. The particulars of its organisation, functions and duties:

Introduction:

The Nagaland State Transport as a Department of the State Government of Nagaland was set up on 18.12.1964. The Department was born out of a Legislative Act of Nagaland under Act, 5, 1966 and its establishment Notified and Published in the Extra Ordinary Gazette Notification Dated, 8 November, 1966 vide Nagaland Code Vol. II Page 82-95 with the objective to provide passenger bus services as a public utility in order to accelerate the process of socio-economic development of the hill State.

The Department act as the Nodal Department for Civil Aviation, Air Connectivity, Inland Water Ways and operation of State Helicopter Service in the state. Besides, the Department is managing a full-fledged Drivers Training Institute at Virazuoma, Dimapur.  A nominal course fee is realised for training of Light Motor Vehicle (LMV) 1 (one) month Course and Heavy Motor Vehicle (HMV) 3 (three months) Course, thereby facilitating the successful trainees to obtain Driving License.

ACHIEVEMENT:

Achievements of the Department during 2014-15 remained stagnant since there was no fund allocation under Plan.

  • Traffic Operation:

The department service operation during the year:

  • Fleet Strength                   –         254 Units
  • Scheduled Trips                 –         224 Nos.
  • KMs covered           –         57.95 Lacs
  • Passengers carried  –         15.82 Lacs
  • Besides, the Department operates Inter-State Service from Dimapur- Kohima-

Imphal, Manipur.

  • Traffic Revenue:

The Department achieved Annual revenue earning of `.1426.00 Lacs

  • TARGET:

Though the Department has drawn up projections for specific and urgent programme under plan during 2015-16, in view of non-allocation of the Plan Outlay as on date, works programmes could not be reflected and being Non-Plan, being.

  • Traffic Revenue:

The Department has projected revenue collection during 2015-16 financial year as follows:

  • Under Road Transport Head = ` 1670.00 Lacs  (State Govt. Revenue Target)
  • Under Road Transport Head = ` 2067.36 Lacs  (Internal Projection)

Function- Providing Passenger Bus Service, Nodal Department for Inland Waterways, Civil Aviation & Air Connectivity, Operation of State Helicopter service and imparting Drivers Driving Training.

Details of services provided (in Brief)-The Department provides three categories of Bus service viz Super Deluxe, Semi Deluxe & Minibus, with a fleet strength of 215 buses. Details of Schedule of bus service & Fare Chart are shown in

State Helicopter service is operated for regular sortie of passengers on weekly programme, Medical evacuation and VIP & VVIP requisitions. Details shown at Section (iv) Annexure I & II.

Physical Assets- (Statement of lands & buildings and other assets)-The Department has Administrative Building i.e,  GM’s Office and various other station office buildings, staff quarters at all the district head quarter besides ISBT at Dimapur, Kohima & Mokokchung.

Details of Works programmes could be reflected subject to allocation of Plan Outlay as per urgent requirement of the Department.

Manual-III

The procedure followed in the decision making process, including channels of supervision and accountability:

The Decision making process essentially consist of examination of each case in the subject matter-wise  concerned with the Department in light of the relevant rules, regulations and policy guidelines; and obtaining approval of the appropriate authority in the hierarchy for a particular course of action. It also entails carefully weighing pros and cons of the various aspects of the issues under consideration so as to arrive at a feasible decision. The Administrative hierarchy section wise for deciding cases is given at ANNEXURE-I. The normal channel for submissions of cases and their final disposal rest with the General Manager, Nagaland State Transport for minor cases and major cases at the Government of Nagaland level. The functionaries at each level in the hierarchy are required to examine cases in a fair and objective manner and are accountable to that extent.

Norms set by the Department for discharge of its functions.

The main function and objective of the Department (Nagaland State Transport) is to provide basic necessity, affordable and safe transportation to the traveling public in the rural areas and also within and outside the state.

On the other hand, since the activities of the Department are quasi-commercial in nature, it is responsible to accrue financial revenue to the state exchequer out of revenue generation from bus operation. Accordingly internal target is fixed as given below:
