PARTICULARS OF THE ORGANISATION, FUNCTIONS AND DUTIES

 

1.1 INTRODUCTION

The Nagaland Public Works Department was one of the major development departments which were in existence prior to the formation of Nagaland State. With the attainment of Statehood, a full-fledged department known as the Nagaland Public works Department (NPWD) headed by a Chief Engineer came into being in the year 1963.

The Nagaland PWD was the single implementing agency of all Civil Works responsible for development and maintenance of infrastructures like roads, buildings, electricity and water supply. Later on, electricity and water supply components were bifurcated out as separate departments namely: Power Department and Public Health Engineering Department respectively and only Roads and Bridges and Housing components remained with the Nagaland PWD. With the increase in the developmental activities and ever increasing workload, the government vide    NO.AR-13/6/88 dated 06-12-1988 & NO.WH/EST/17/88 dated 18/01/1989 bifurcated the Nagaland PWD into two separate wings namely PWD (Road & Bridges) and PWD (Housing). The Chief Engineer (Development) was re-designated as the Chief Engineer (Housing). Later on, another Wing known as the PWD (Mechanical), headed by the Chief Engineer (Mechanical) was created. During 2008, establishment of Chief Engineer (National Highway) was created to look after the works related to National Highways in the state. During 2013, a Planning and Design Cell was created by restructuring the existing Architectural Wing headed by Chief Architect (Planning & Design). Besides these wings, another separate Engineering Wing called the Police Engineering Project headed by the Chief Engineer, Police Engineering Project which functions directly under the Home Department, is also in existence. In order to have over-all control over the 4 Wings, the post of Engineer-In-Chief, NPWD was created effective from 15-07-1997.

  1. MISSION / VISION STATEMENT

Nagaland being a land-locked state, the only means of transport is road communication. It is therefore the prime responsibility of the Government to provide road connectivity to the entire district head quarters; Sub-divisional Head quarters and even to the remotest village in the state for effective governance and economic upliftment of the people. Moreover, for effective functioning, the Government is responsible for providing accommodation to all the offices and the officials and employees working under it. It is in these two sectors-Roads and Housing that the Nagaland Public Work Department plays a direct role in the implementation of all those developmental projects in the Roads and Bridges and Housing sector on behalf of the Government of Nagaland.

1.4 OBJECTIVES AND ACTIVITIES

The objectives and activities of the Nagaland PWD include the following

  1. Construction and maintenance of Roads and Bridges all over the state. The roads include National Highways (NH), State Highways (SH), Major District Roads (MDR), Other District Roads (ODR) and Village Roads (VR).
  2. Construction and Maintenance of buildings of different department all over the state. The buildings (both functional and Non-functional) include Office buildings, Presidential buildings, Rental Housings etc.
  3. Construction of Overhead footpath, drainage, protection works etc. in urban areas, Construction of fishery ponds/dams.

In addition to the above, the NPWD also provides technical assistance for developmental activities like the Local Area Development Schemes (LAD) being taken up by the Members of Legislative Assembly, Government of Nagaland.

  1. PROCEDURE FOLLOWED IN THE DECISIONS MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY.

At the administrative level, the department of Works & Housing is headed by the Commissioner & Secretary, Works & Housing. The Commissioner & Secretary is assisted by officers in the rank of Joint Secretaries, Deputy Secretary, Under Secretary etc.
The Commissioner & Secretary, Works & Housing deals with all administrative and establishment matters of the department. He is responsible for granting leave, promotion and transfer & posting of all gazetted officers under the department. It is the responsibility of the Commissioner & Secretary, Works & Housing to co-ordinate with other departments like the Planning Department, Finance Department etc. for grant of sanctions/ drawal authority etc for all kinds of developmental projects /financial transactions pertaining to the department. The Commissioner & Secretary, Works & Housing will also issue Administrative Approval(A/A) and Expenditure Sanction (E/S) for all financial transactions pertaining to the department after receiving concurrence /drawal authority from the Finance Department. Formulation of Yearly Budget and Works Programme of the department is done under the directional and guidance of the Commissioner & Secretary, Works & Housing.

The Commissioner & Secretary, Works & Housing will also represent the department in plan meetings and all other meetings concerning developmental programmes / activities and other issues at the government level.

The Engineer-In-Chief, by virtue of being the head of the Nagaland Public Works department, is responsible to the State Government for efficient administration and professional control of all public works under the department. He is also the Chief Technical Advisor to the Government in matters connected with them.

The Chief Engineers (Roads & Bridges, Housing, Mechanical and National Highways) are the Technical Heads of their respective Wings. All proposals pertaining to technical matters are initiated by the respective Chief Engineers and are submitted to the Government through the Engineer-In-Chief. The Chief Engineers will prepare the annual budget estimates of all categories under their respective Wings. It will also be the duty of the Chief Engineers to administer grant, and at the same time, keep a close watch over the progress of works and expenditure against all the programs under their respective Wings.

The procedures that are followed pertaining to different matters are as under: –

  1. Establishment:

The Engineer-In-Chief will recommend to the State Government leave, promotion, punishment, transfer and posting of Chief Engineers. Addl. Chief Engineers, superintending Engineers, Executive Engineers, Sub-Divisional Officers, Assistant Engineers, Junior Engineers, Registrars, Superintendents and other Gazetted Officers. He will deal himself with appointment, leave, promotion, punishment and Transfer and Posting of other subordinate establishment (Non-Gazetted) in the Departments.

The Chief Engineers will deal with establishment matters pertaining to pension cases, GPF and will accord sanction for expenditure(s) under establishment head.

  1. Technical:

Annual Plan is formulated at the level of Chief Engineers and are submitted to the Government for approval. Works Programmes are prepared on the basis of the approved Annual Plan outlay and accordingly. Work-Wise budget allocations are made. Technical Estimates/Project Reports are prepared at the Division Level and are submitted to the Government through the respective Chief Engineers and Engineer-In-Chief. The Government, after thoroughly examining each case in merit, will accord Administrative Approval (A/A) and Expenditure Sanction (E/S). On receipt off A/A and E/S, the respective Chief Engineers will accord Technical Sanction (T/S) after which Tender Papers are processed for calling of Tender for execution of the Project/Work. Tenders are approved at different levels according to the delegation of Financial and Cognate Power rules as per the NPWD Code

  1. Financial:

All proposals needs to be cleared by Planning and accorded Concurrence by the Finance Department after which only Administrative Approval and Technical Sanction are obtained. The Chief Engineer, according to the progress of works, submits proposals to the Financial Department from time to time for issue of drawal authority against a specific project to which funds are available during the year. The Chief Engineer is also responsible for full utilization of funds made available for different projects during a specific financial year. Payments for specific projects are made to the executing firm(s) by the Executive Engineers against whom the drawal authority is issued by the Finance Department.

The Drawing and Disbursing Officers of respective establishments are responsible for payment of salaries and other allowances due to the employees under their establishments. Drawal and Disbursement of GPF, leave encashment, GIS, Medical re-imbursements are made by the respective Chief Engineers of different Wings.

  1. Supervision:

Whereas all developmental activities are done under the supervision of the Chief Engineers, the Executive unit of the Department is the Executive Engineer, the division in charge. The Executive Engineer, under the direction and guidance of the Superintending Engineer, is directly responsible for the successful implementation of a project. It is therefore, part of his duty to organize and supervise the execution of a project and see that they are suitably and economically carried out with materials of good quality and within the stipulated period. The Executive Engineer is also responsible for repair/maintenance of roads, buildings, machineries within his own jurisdiction. The Executive Engineer is assisted by the Sub-Divisional Officer who is responsible to the Divisional Officer for management and efficient execution of works under his sub-division. Junior Engineers and Sectional Officers assist the sub-divisional Officer in supervision of works. They are required to be present at the worksite at all times along with sectional assistants under them.

  1. Design and Planning:

The Design and Planning work in the NPWD is divided into two parts.

  1. Architectural
  2. Structural

 

  1. Architectural:

The Chief Architect (Housing) is the technical head of the architectural side. He is responsible for the architectural designing and advises the department on architectural and design matters.

  1. Structural:

The structural design of buildings, roads and bridges are carried out by the Executive Engineer (Design). He is also entrusted with responsibility of Planning and proper estimation of a project from structural design point of view.

  1. Accountability:

All the officers, staff under the department are accountable for their assigned works for timely disposal of works and activities.

As measure for maintaining transparency, all notices, orders and information’s of public importance are displayed on the notice boards. Matters relating Tenders for works are published in Newspaper for wide publicity.

All transactions made under different establishments in the department are test checked/Audited by the Accountant General, Nagaland, Discrepancies and objections are reconciled and clarified by the respective Drawing and Disbursing Officers concerned. Periodical internal audits are also done by the Director of Treasuries and Accounts, Nagaland.

  1. Legal Matters:

There also exist one legal Cell in the NPWD which functions directly under the under the Engineer-In-Chief. The cell is manned by a Legal Officer and Legal Assistants who are well-versed in legal matters. This cell deals with Court cases and other legal matters pertaining to the NPWD.

  1. Matters pertaining to Right to Information:

The Engineer-In-Chief is the Appellate authority of the NPWD under the provision of Right to Information. PIOs and APIOs are the Officers subordinate to the Engineer-In-Chief and they include Chief Engineers, Superintending Engineers, Executive Engineers and Sub-Divisional Officers at different establishments under them. NORMS SET BY IT FOR DISCHARGE OF ITS FUNCTION: –

The norms for discharge of functions at different levels (Officers & Staff) are as follows-

  1. Engineer-In-Chief :

(i)                 He is overall head of department.

(ii)               He is responsible to the government for efficient administration and control of all works under the department.

(iii)             All correspondences with the government pertaining to establishments, technical and financial matters are made through the Engineer-in-Chief.

(iv)             He will recommend to the government leave, promotion, punishment and transfer/posting of Gazetted Officers under the department.

(v)               Appointments, leavedisciplinary action, promotion, transfer/posting of non-gazzetted subordinates are dealt with by him.

  1. Chief Engineers:

(i)                 The Chief Engineers are the technical heads of their Respective wings.

(ii)               The Chief Engineers will prepare the annual budget estimate.

(iii)             The Chief Engineers will also compile the Annual Administrative Report.

(iv)             The Chief Engineers is responsible for preparation and submission of proposals/DPR�s to the government under intimation to E-In-C.

(v)               The Chief Engineers will also administer grant for different works and is responsible for timely completion of all projects.

(vi)             The Chief Engineer is also responsible for control over expenditure and progress of works under his wing.

(vii)           The chief Engineer will also be responsible for calling of Tenders, Quotations of different projects/works under his wing.

  1. Additional Chief Engineers:

The Additional Chief Engineers will exercise the powers and duties delegated to the Chief Engineers when holding independent charge.

  1. Superintending Engineers:

(i)                 Superintending Engineers are responsible for inspection of various works within his circle and for efficient, economical and speedy completion of the works.

(ii)               Superintending Engineers will examine the books of Divisional Officers and their subordinates and to see that accounts are personally attended o to by the divisional Engineers and Sub-divisional officers.

(iii)             The Superintending Engineer will give technical advice to the Divisional Engineers in matters relating to execution of work, preparation of detail designs and estimates and Detail Project Reports

(iv)             The Superintending Engineer will bring to the notice of the Chief Engineer, cases of incompetence or dereliction of duties by Officers/staff  under his circle.

(v)               The Superintending Engineer will make recommendation to the Chief Engineer regarding any transfer of Gazzetted and Non-Gazzetted staff under his circle.

  1. Executive Engineers :

(i)                 Executive Engineers are the Officers-In-Charge of Divisions which are the executive unit of the Department.

(ii)               The Executive Engineers are directly responsible for supervision and execution of all projects under their respective Divisions.

(iii)             The Executive engineers are also responsible for repair and maintenance of Roads, buildings and machineries under their respective Divisions.

(iv)             It is also the responsibility of the Executive Engineers to prevent encroachment on Government lands in his charge.

(v)               He will also report important or serious accidents, fire, earthquakes and storms of floods to the appropriate authority.

(vi)             It is the duty of the Executive Engineer for correct maintenance of accounts of all transactions that takes place within his division.

  1.        Sub-Divisional Officers :

(i)                 The Sub-Divisional Officer is responsible for management and

efficient  execution of works under Sub-Division.

(ii)        It is the responsibility of the Sub-Divisional Officers to ensure that all

accounts pertaining to works and stores are submitted punctually and

regularly.

(iii)      Sub-Divisional Officers are also responsible for efficient management

of work-charged establishment under him.

  1.                    Junior Engineers:

(i)                 Junior Engineers are responsible to the sub-divisional Officers for supervision of works under his section.

(ii)               Junior Engineers are also responsible for timely submission of accounts of stores, road metals etc. under their jurisdictio

8          Sectional Officers

(1)   Sectional Officers are responsible for proper implementation and supervision of works under their respective sections.

(2)   Sectional Officers are also responsible for submission of accounts of materials/stocks & stores under their respective jurisdiction.

  1. Field staff:  Field staff under the department include Sectional Assistants, Surveyors, Masons, Fitters, Plumbers, Carpenters, Painters, Mechanics, Machine Operators, Drivers, Helpers of different categories, Store keepers, Blacksmiths and manual labourers. As their names suggests, they are assigned with specific jobs which are carried out under the supervision of Sectional Officers, Junior Engineers or under direct orders from the Sub-Divisional Officers as per necessity.
  2. Accounts Officer :  The Account officer assists the Chief Engineer in all matters relating to Budgets :-.

(1)       It is also the responsibility of the Accounts Officer to monitor the expenditures being incurred for various projects.

(2)        It is also the responsibility of the Accounts Officer to monitor the expenditures being incurred for various projects.

(3)        The Accounts Officer will also advise the Chief Engineer on matters relating to Audit Reports, Draft Paras etc. of all the DDos under the directorate.

  1. Divisional Accounts Officer :  The Divisional Accounts Officer, who works  under the Executive Engineer, is responsible for all Accounts matters pertaining to a division. The Divisional Accounts Officer will be responsible for proper accounting of all financial transactions, Store/; Stocks or Material Accounts etc. The DAO is also responsible for taking care of all Audit Report, Draft Paras etc.

The relative position of the Divisional Accounts Officer in respect of accounts is analogous with that of a Sub-Divisional Officer to the Executive Engineer (Divisional Officer) in respect of works.

12     Sr. Divisional Accountant  : The Senior Divisional Accountants will

assist  the Divisional Accounts Officer in a Division in all accounts matters.

  1. Junior Divisional Accountant :    The Junior Divisional Accountant  will assist the Divisional Accounts Officer and the Sr. Divisional Accountant

in all matters pertaining to the accounts of Division.

  1. Registrar :  Registrar in the Offices of the Engineer-In-Chief and Chief

Engineers of various wings are assigned with the following responsibilities.

(1)          Administrative correspondences in all matters.

(2)          Communication with the Government as well as with the Zones, Circles and Divisions in all matters relating to establishment.

  1. Superintendents :

(1)        Superintendents will assist the Registrar in all matters pertaining to establishments.

(2)        The Superintendents will also assist the Accounts and Technical Branches in corresponding with different authorities.

  1. Divisional Head Assistant :    Divisional Head Assistants in the Offices of Circles and Divisions are responsible for smooth functioning of their respective offices. They are also responsible for all matters pertaining to establishments.
  2. Sub � Divisional Head Assistant :   Sub-Divisional Head Assistants are responsible for all matters pertaining to establishments in a Sub-Divisional office.
  3. Upper Division Assistant (Directorate and Districts) :  Upper Division Assistants (UDA)  will assist the Registrars and Superintendents in the Directorate Office and Divisional Head Assistants in the Circle and divisional offices in processing files and all other correspondence matters.
  4. Lower Division Assistants (Directorate and Districts) :   The Lower Division Assistants will assist the Registrars, Superintendents, Accounts Officers, Divisional Head Assistants, Sub-Divisional Assistants and UDAs in processing files and correspondence matters
  5. Grade IV Staff    :    Grade IV staff includes Typists, Ferro-Printers, Duftry, Helpers, Handymen, Malis, Attendants, Peons, Chowkidars, Sweepers whose duties are specifically assigned as their names suggests. They assist the Office Staff and Field Staff as per requirement.
  1. Stenographers  :  Stenographers of different grades attached to officers at  the different levels will directly assist the concerned officers in corresponding with other offices. They will also handle confidential matters as per necessity.
  2. In addition to the above mentioned responsibilities and functions of Officers and the Staff at different Circles, there exist 2(two) very important Cells in the department at the different levels.

(a)    Design Cell and

(b)    Architectural Cell.

(a)    Design Cell  :  The design cell at the directorate level as well as in the divisional level are charged with the responsibility of Planning, Designing, estimation, preparation of tender documents and other allied matters relating to technical works. Their primary duties and responsibilities are : –

–          Planning, design of all projects taken up by the department

–          Preparation of NIT papers

–          Preparation, revision of schedule of rates of Buildings/Roads.

–          Amendments, deviations etc. of contra

Following are the Officers and other technical staff whose duties and responsibilities are explained briefly.

(1)        Superintending Engineer (Design) � The SE (Design) will assist the Chief Engineer in all aspects pertaining to, Planning, design, Tenders & Contracts and all other technical matters mentioned above.

(2)       The Executive Engineer (Design)  :The executive Engineer will assist the Chief Engineer/Addl.Chief Engineer and Superintending Engineer (Design) in all technical matters.

(3)       Sub-Divisional Officer (technical Consultant)   :    The SDO( T.C ) attached to Technical Branches of the Offices of Chief Engineers/Addl.Chief Engineer/Superintending Engineers and Divisional Engineers will assist the technical branches of the offices they are attached to in disposing of all technical works.

(4)     Other Technical Staff  :   Other Technical Staff in the technical branches directorates, Zonal offices, Circle offices and Divisional offices include Junior Engineers (Technical), Tracers who assist the Technical officers at different levels in all Technical matter.

(b)     Architectural Cell    :  The Architectural cell functions under the control of the Chief Engineer PWD Housing. This cell is headed by a Senior Architect and is mainly responsible for architectural, and designing and Planning of government buildings of the department. The duties and functions of the officers and other personnel under this cell are as follows : –

(i)  Senior Architect   :  The Senior Architect functions under the direct control of the Chief Engineer PWD Housing. He will, in consultation with Chief Engineer, will Plan and prepare drawings of all Housing/Building projects taken up by the department. He will also advise the department in matters pertaining to architectural plans & designs, aesthetic aspects, landscaping and functional and service requirements of buildings

(ii) Architect  :  The Architect will assist the Senior Architect in all architectural aspects in the Cell.

(iii) Assistant Architects  :  Assistant Architects will assist the Senior        Architect and the Architect in the Architectural Cell.

(iv) Other staff under this cell include Junior Engineers (Technical), Sectional Officers, Draughts men, Surveyors and Tracers who assist the Architects in the cell.

  1. Estate Officers/Assistant Estate Officers   :   The Estate Officers and Assistant Estate Officers are responsible for looking after residential buildings at different places. They will be responsible for report lon occupation and vacation of government residential buildings. They will also be responsible for providing furniture in the government residences and proper maintenance of these accounts.
