Introductory

In this fast changing social set up of life, Education plays a very vital role.
The Department of school Education has envisioned on improving the potentialities of human resources by taking systematic steps. That way the society is uplifting and helping the nation to reach new height of glory. In this age of Science and Technology, better human beings and better human relations on this earth is the keenest desire of every one. In the process, accountability and transparency, congenial and conducive environment have to be made available as the chief in gradient of every organized set of life.
Keeping the trends in view, this booklet on Manual is brought out to serve the desire of the people.
The Department of School Education is looking after the affairs of Elementary, Secondary, Higher Secondary, Adult Education, SSA, RMSA, NBSE and Health Education all over the State imparting Education to School Children covering 1263-GPS, 961-GMS, 252-GHS and 41-GHSS having the subordinate offices in district level comprise of 11-DEOs, 26-SDEO, and 46-EBRCs. A Government Hindi Institute and an Engineering Division (Housing) are also running under the Directorate of School Education.
In the meantime, Right to Information Act (RTI) has come into force to bring the activities to transparency and accountability. The Act covers up to the extend of the Primary Schools in village level. It is important, therefore, that the functionaries of the Department of School Education maintain all possible records well to meet the needs of the people under this Act.
Hope through RTI the people will be more responsible on the part of the community role for better implementation as all the Elementary Schools are communitised.

OBJECTIVES/PURPOSE OF THE DEPARTMENT:

The main objective of the School Education Department is to formulate policies, Laws and regulation and various programmes basing on the needs of the society now and then for achieving the following goals.

  1. To provide Primary/Elementary Schools to every recognized village where there is no schools
  2. To provide and Free and compulsory Education for all Children of age group 6-14.
  3. To eradicate dropout/illiteracy/retention
  4. To improve basic amenities in schools
  5. To improve and enrich the syllabus
  6. To improve and impart quality education
  7. To provide free textbooks to all the students of the state from pre-primary to Class 8(Eight).
  8. To give importance to vocational training.
  9. To encourage/improve Health education.
  10. To impart adult Education/Agri/environmental education
  11. To involve the parents in the management of Schools to a great extend.

 

DUTIES OF THE DEPARTMENT:-

The following are the items of the work done by the Department:

  1. Overall administration and control of the District Education Officers and Head of Institution.
  2. Monitoring and evaluation of Educational Programmes.
  3. Implementation of Educational flagship programmes.
  4. Enquire/Reporting of the achievement of the flagship programmes launched by Government of India.

The procedure following the decision making process, including channels of supervision and accountability;

 

  1. Decision making:

The Cognate power of the Director was drawn from the year 2004:

  1. Appointment of (Adhoc) for the post of Grade III & IV staff including contingency is done with the approval of the Government.
  2. Any decision is to be made with the approval of the Government.
  3. Supervision:

The Director is to authorize his subordinate field Officers to carry out the work of inspection and supervision. If any inquiry is necessary the Director will appoint an Enquiry Officer.

  1. Accountability:

All the Gazetted Officers are accountable at the Government level and all the Non-Gazetted are accountable at the Directorate level.

THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS

  1. Administration Section:
  2. Proper maintenance of records, files and assets
  3. Strict adherence to rules relating service matters
  4. Effective monitoring and supervision of the office functions.
  5. Effective monitoring and prompt action in tabling of files relating to all the Officers Ministerial Staff of all institutions, Sub-ordinate Officers, Field Staff including the Directorate Staff.

 

  1. Accounts Section:
  2. Supervision, monitoring and judicious use of department fund.
  3. Budgeting and maintenance of records as per audits instructions.
  4. Correspondence of GPF (NR), final payment of GIS/ACP/Anti-stagnation/C&AG/PAC Pension/Audit.
  5. Reconciliation and compilation of expenditure.
  6. Elementary Section:

 

  1. Proper maintenance of records files and assets relating to teachers and schools of Govt. Primary School, Govt. Middle School and Govt. High School which do not have D.D.O powers.
  2. Effective monitoring and prompt action in tabling of files, relating to  Govt. Primary School, Govt. Middle School and Govt. High School which do not have D.D.O powers.
  3. Strict adherence to filing norms.
  4. Secondary Section:

 

  1. Proper maintenance of records files and assets relating to teachers and schools of Govt. High School.
  2. Effective monitoring and prompt action in tabling of files relating to Govt. High School.
  3. Strict adherence to filing norms.

 

  1. Scholarship Section:
  2. Initiate and monitor awards for meritorious students.
  3. The following are the Scholarships awarded by the Department.
  4. Class IV Terminal Stage Examination for 52 Blocks
  5. Nagaland Stipends/Special Stipends for girls at Secondary level.
  6. Nagaland Stipends/Special Stipends for girls at Elementary level.

Serial ii & iii are awarded on merit-cum-poverty basis. Selections are made by the Principal/Headmaster/DIS by constituting a Selection Committee in the School and District level.

  1. Tabling of files and maintenance of records, relating to Scholarship Awards.

 

 

  1. General Receipt & Dispatch Centre:

 

  1. Receipt of any kind of letter, application/correspondence with the Dept.
  2. Dispatch the letters/application to the respective designated Officers.
  3. Maintenance of records of receipts and dispatch letter for the Dept. as well as from the Dept.
  4. Legal/Confidential Section:

 

  1. Supervise and monitor the matter relating to suspension and re-instatement, complaints, inquiries relating to alteration of Date of Birth, Fraudulent Cases, condonation of Age, correspondence with Vigilance Dept.
  2. Monitoring all confidential matters including ACRs.
  3. Supervise and monitor Supreme Court, High Court and Lower Court cases.
  4. Physical Education Teachers Section (PET):
  5. Proper maintenance of files and records for the PET.
  6. Effective monitoring and prompt action in tabling files relating to PET.
  7. Monitoring tournament for G.M.S. in each district.
  8. Monitoring and tabling of files relating to training-cum-orientation for the PET from time to time.
  9. Adult Education Section:

 

  1. Supervise and instruct the field Officers, District Education Officers and Supervisors for implementation of Adult Literacy Program in the State.
  2. Supervision and Monitoring.
  3. Tabling files relating to National Literacy Mission and State Literacy Mission Authority.
  4. Agri & Environment Education:
  5. Supervise and deal with subjects relating to Disaster Management, Environmental Hazards problems etc.
  6. Supervision and monitoring of creating awareness program by conducting seminars, training, publishing booklets, pamphlets and teachers guidebook.
  7. Maintenance of file records and tabling of files relating to Agri- based teachers.

 

  1. Educational Technology Cell:

 

  1. Script writing and monitoring of Educational, broadcasting programs in collaborating with AIR.
  2. Provide mass media facilities like Television and Radio-cum-Tape Recorders.
  3. Crash course for HSLC students through mass media programs.
  4. Women Education Section:

 

  1. Deals with work based education for girl students by imparting training in life skills.
  2. Monitors the implementation of policies and schemes for girl students assigned to the Knitting Instructors in the Elementary & Secondary stages. Procurement of funds and distribution of materials.
  3. Organise seminar in various fields associated with Women Development.
  4. Transport Section:

 

  1. Supervise and monitor all matters relating to transportation.
  2. Maintenance of records and files, tabling of files relating to drivers and vehicles that are allotted to the Department.
  3. Detailment of duties of drivers, allotment of vehicles to the Directorate Officers and field Officers.
  4. Condemnation of vehicles.
  5. Tabling of files relating to expenditure on monthly P.O.L against M/V repairs and replacement of parts of vehicles.

 

  1. Training Section:
  2. Deputation of Officers for refresher training in various courses.
  3. Compiling and selection of Graduate Teachers as per District Quota for B.ED training.
  4. Compiling and selection of Under Graduate Teachers for PSTE training under DIET and various short courses from time to time.

 

  1. Science Education:

 

  1. Arrangement of plan and program for deputation of Science Teachers to short term training and orientation courses for teachers conducted by SCERT & DIET.
  2. Procurement of funds and distribution of basic equipments and materials for science laboratories for both Higher Secondary and High Schools.
  3. Conducting of science seminars as per instruction of NCERT, New Delhi at the District Level and State Level on competitive basis on which the best participants are selected to participate at the national level.

 

 

  1. Higher Secondary Section:
  2. Proper maintenance of records, files and assets relating to teachers and staffs of Higher Secondary Schools.
  3. Effective monitoring and prompt action in tabling of files relating to Higher Secondary Schools and teachers.
  4. Strict adherence of filing norms.
  5. E. PWD (H) Education Division:

 

  1. Execution of all Technical works for School Education.
  2. Infrastructure and all developmental activities for School Education Department.

  3. Revision of Hindi Text Books according to Govt. instruction.
  4. Conducts interview for the students seeking admission in Hindi Training Institute, Dimapur.
  5. Conducting Pre-Test for the Hindi Teachers.
  6. Supervises and monitors over Hindi subject matter in all Govt.& Pvt. Schools.

 

  1. Development Section:

 

  1. Supervises the developmental activities of the entire Department.
  2. Organise and  Constitute, the Purchase Board on receipt of sectoral allocation of fund for different section.
  3. Initiate for recognition and Up-gradation of schools.

 

  1. IEDC Section:
  2. Supervises and monitors in imparting education through orientation, training, sensitization in special education to teachers, field Officers and community leaders.
  3. Conduct assessment and identification of children with disabilities and send proposal to the Ministry for assistance.
  4. Distribution of materials to the beneficiaries as and when provide by the Ministry in the prescribed norms.

 

 

 

 

  1. GSS Section:
  2. Supervises and monitors the subject matter relating to accommodation, land encroachment, ID Card for the Department.
  3. Supervises and monitors on office expenses both Plan and Non-Plan for the Directorate Office.
  4. Issue of receipt and materials for Directorate Office.
  5. Maintenance of Directorate Store.

 

  1. Text Book Section:
  2. Supervision of Language Officers and staffs of the section.
  3. Printing of Local Dialect Text Books and distribution thereof.
  4. Organizing seminars, workshop and orientation program on language development in collaboration with Literature Committees.

 

  1. Planning Section:
  2. Supervises and monitors the Finalization of Plan Budget.
  3. Supervision and monitoring relating to Grant-in-Aids to private institutions and special institutions depending upon application and fulfillment of the criteria.
  4. Permission for opening of Private Schools.

 

  1. Health Section:
  2. Initiate for medical Re-imbursement to the Officers and staff of the Department.
  3. Formulation of Health Policies for the School Children.
  4. Formulation of Health Card for the children.
  5. Identification of Disabled School Children.

MANUAL-XII.

 

The manner of execution of substay  programme, including the amount allocated and the details of beneficiaries of such programme

Planning Section – 2017-18.
During  2017-18  the  Department  could  not  achieve  as  expected  under State  Plan  due  to  Financial  constraint. However  the  following  activities  were  taken  up by  the  Planning  Section.

  1. During 2017-18, 22 ( Twenty two ) Private Schools were given permission to run school provisionally for 2(two) years initially, and the final approval of the Govt. for recognition will be accorded as and when the institution performs satisfactorily with the streamlined criterion.
  2. During 2017-18, SLEC has approved for Up-Gradation of GMS, Darogapathar and GMS, Nahabari to Govt. High School (GHS) and GPS, T Khel Kohima Village has approved for Up-gradation to GMS with the existing teachers.
  3. Government of Nagaland has ordered the creation of 10 new posts of Sub-Divisional- Education Officers(SDEOs)  under the  department  of  School  Education during 2017-18. The newly created posts place were:- medziphema, Dhansiripar, Pungro, Seyochung, Tizit, Tening, Longkhim, Sanis, Atoizu and Satakha.
  4. During 2017-18, an amount of Rs. 00lakhs(State Plan) was provided for construction of Directorate building, GHS Chiesezou Phek, DEO building Zunheboto and Peren, SDEO office building Niuland, GHS Tamlu and Staff Quarter(Flat type).
  5. During 2017-18, an amount of Rs. 00lakhs (Under Negotiated Loan) was provided for construction of GHS Phesachadu, GHS Longching, GHS Zuketsa, GHS Chunlikha, GHS Phoyisha and GHS Ruzhukhrie.

Particulars of recipients of concessions, permits or authorization, granted by it

Scholarship Section

  1. Pre-Matric Scholarship for Minority Students: – The scheme is 100% centrally sponsored with Direct Benefit Transfer (DBT) payment mode from the ministry. Students belonging to the minorities from classes 1 to 10 can avail the scholarship. For the year 2016-17, an amount of Rs. 4, 68, 49, 328 (Four  Crore  Sixty  Eight  Lakhs  Forty  Nine Thousand Three Hundred and Twenty Eight only ) was sanctioned for 16430 students by the Govt. of India. For 2017-18 altogether 29,997 student’s online applications has been forwarded to the Public Financial Management System (PFMS) by the Ministry for payment.
  2. Pre-Matric Scholarship for Schedule Tribe students studying in class IX & X:- This scheme was implemented since 2015-16 under the Ministry of Tribal Affairs. With the directive from the Govt. of India, the Department has disbursed an amount of Rs. 2, 37, 42, 224 through Direct Benefit Transfer (DBT) to 10,714 students during 2017-18.
  3. Children Education Assistance Fund(CEAF):- This is a State Sponsored Scheme given to the merit students studying in government schools of the state. During 2017-18, the department has disbursed an amount of Rs. 19, 56, 600 (Nineteen Lakhs Fifty Six Thousand Six Hundred) only for 1352 merit students.
  4. Stipend for Girls Students at secondary Stage. This is a State sponsored Stipend for girls studying in class IX & X in Govt. High Schools and GHSS who are from the economically weaker family. Each Head of Schools nominates two girls from each class and submit along with their PCR to the Directorate of School Education for availing the Stipend. The department has disbursed an amount of Rs. 11, 72, 000 to 1172 Girls students during 2017-18.
  5. Grant for children of police personnel killed in encounter while in duty. The scheme was implemented Vide O.M NO.FIN/ESTT/5-27/75 Dated 14th Jan’1980. The Department earmarked an amount of Rs. 1 lakh every year for this purpose. Since the allocation of the amount is less, the department pay a lump-sum for their admission and school fees for these students till class 10, provided the scholar is successful, and subject to his/her good progress  record on (i) Good conduct (ii) Regularity and (iii) Good academic result. During 2017-18 the Department has disbursed 1.6 lakhs for 13 students directly into their Account.
  6. Stipend to students studying in Govt. Hindi Institute Dimapur:- The Department gives stipend to the students studying in Govt. Hindi Institute, Dimapur every year from the allocated fund by the State Government under scholarship. Since 2015-16 one fifty (150) students had availed this stipend. @ 400 p.m. During 2017-18 the Department has disbursed an amount of Rs. 4.80 Lakhs under this scheme.

  • Any Citizen can request for information
  • The request for information can be made in written or through electronic means.
  • The appellant can address his/her request to the PIO or APIO.
  • A request for obtaining information under Sub-Section (1) of Section (6) shall be accompanied by an application fee of Rs. 10 (ten)
  • For providing information the fee shall be charged as shown below:
    • Rupees two for each (created or copied)
    • Actual cost or price for samples or models
    • Rupees fifty for disk or floppy.
    • Free of cost for BPL. (Below Poverty Line)
