Planning Department requires liaising, co-ordinate and supervising development activities undertaken by various departments. Apart from liaising and co-ordinating with the Planning Commission and other Ministries at the Centre on all matters relating to economic planning and development in the State.<\/li>\n<\/ol>\n<p>With the National Policy of Grass-root level Planning, the Department has also established District Planning Offices in all the 11 Districts of the State and the District Planning Officers acts as Member-Secretary to the District Planning and Development Board (DPDB) in their respective Districts.<\/p>\n<p>In the recent past the State Government has initiated several reform processes of economic planning in the State as to coordinate and supervise the implementation of the following schemes:<br \/>\n1. Centrally Sponsored Schemes.<br \/>\n2. NEC Sponsored Schemes.<br \/>\n3. Non Lapsable Central Pool of Resources (NLCPR).<br \/>\n4. Local Area Development Programme (LADP).<br \/>\n5. C.M. Corpus Fund.<br \/>\n6. Special Development Programme (SDP).<br \/>\n7. Perform functions of the Secretariat for State Planning Board (SPB).<br \/>\n8. Formulation and Planning of development programmes and their execution.<br \/>\n9. Cadre. He exercises control and supervision over all the branches of the Department, and exercises powers of delegated legislation on behalf of the Government in respect of the various acts being administered by the Department as per the provisions contained in them. He is also the Appellate Authority of the Department under the Right to Information Act. He is assisted by officers in the rank of Secretary, Additional Secretary, Joint Secretary, Deputy Secretary and Under Secretary, who process matters for framing of policies, decision making and disposal of references in subject matters allotted to the department under the Rules of Executive Business and the various Acts being administered by it.<\/p>\n<p>Each branch processes various references or correspondences received through the Section Officers. The Section Officers submit files through the Under Secretaries, Deputy Secretaries, Joint Secretaries, Additional Secretaries, O.S.D.s etc. who also provide inputs relevant for decision making. Depending on the nature of issues, importance of the matter as well as rules and provisions laid down, files are disposed off at the level of the Finance Commissioner, Chief Secretary, Finance Minister or the Cabinet.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>Distribution of work among officers and Branches of Finance Department<\/u><\/strong><u>.<\/u><br \/>\nThe internal work allocation in Finance Department at present is as follows:-<br \/>\n<strong>A: Officers:\u00a0\u00a0<\/strong><\/p>\n<ol>\n<li><strong>Shri R.C. Acharjee<\/strong>, Financial Adviser (Budget) will advise the Finance Commissioner in matters relating to Budget and Resources.<\/li>\n<li><strong>Shri Taliremba,<\/strong>Officer-on Special Duty (Finance, shall look after matters relating to General Branch, Revenue Branch, and Establishment Branch. He shall submit files directly to the Finance Commissioner.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Shri V. Kezo,<\/strong>\u00a0Officer-on Special Duty (General), shall look after Budget and Monitoring Cell , Expenditure \u201cA\u201d, \u2018Expenditure \u2018B\u2019 Branch, Treasuries &amp; Accounts Branch, Lotteries Branch, Pension Cell. \u00a0He shall submit files directly to the Finance Commissioner. For critical budget matters he may refer the case to Financial Adviser (Budget).<\/li>\n<li>Y. Kikheto Sema, IAS, Secretary (Finance) will look after matters relating to the 15th Finance Commission. He shall submit files directly to the Finance Commissioner.<\/li>\n<li><strong> Bodeno S. Colo,\u00a0<\/strong>Joint Secretary, shall look after General and Revenue Branches, Expenditure \u201cB\u201d Branch. She will submit files of General Branch through O.S.D. (Finance) and Expenditure \u2018B\u2019 Branch files though the O.S.D. (General).<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Shri Lukheto Sema<\/strong>, Joint Secretary, shall look after Budget &amp; Monitoring Cell in respect of demands allocated to him. He will also issue the Final Grants, Re-appropriation and Surrender of funds. He will submit file through O.S.D. (General).<\/li>\n<li><strong> Ayangla Longchari,\u00a0<\/strong>Joint Secretary, shall look After works of Establishment and Expenditure \u2018A\u2019 Branches. She will submit the files through the O.S.D. (Finance) for Establishment Branch and to O.S.D (General) for Expenditure \u2018A\u2019 Branches.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong> Hiazu Meru,<\/strong>Deputy Secretary, shall look after lottery Branch. He will also look after matter pertaining to setting up of a Pension Cell in Department and DBT matters. He will submit files through the O.S.D. (General) and O.S.D. (Finance) on DBT matters.<\/li>\n<li><strong> Ketoulhou Metha<\/strong>, Senior Research Officer (Budget), will look after matters relating Budget, Cash Management, Resources and receipts, monitoring and placement of funds, additional funds and heads of accounts and condemnation and write-off of Government property. He will submit files to O.S.D (General).<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong> Selichum Thongtsar<\/strong>, Deputy Secretary will deal with matters pertaining to Finance Research Cell.
