Consequently, The Global Open University, Nagaland Amendment Act 2011 (Act No 6 of 2011) further declares the University as a State University. This University been established with the purpose of introducing vocational, job oriented and employment centric education in the North-Eastern region in general with particular emphasis in the State of Nagaland. The State Government of Nagaland has taken bold steps in strengthening the activities of The Global Open University, Nagaland by enabling the World Institution Building Programme (WIBP) to develop adequate infrastructure in Nagaland for an open system educational policy. There are 3 University Campuses in Nagaland operating at Kohima, Dimapur and Wokha and the University Headquarters is in Dimapur. Presently, operations at the Kohima and Wokha campus has been temporarily halted and the University has been functioning from its headquarters at Sodzulhou village, Dimapur.<br \/>\nThe University conducts Distance Mode of learning as well as 2 (two) regular classes which are job-oriented and Professional in nature namely, B.B.A in Fashion Design and B.Sc in Hotel Management and Catering Technology at Dimapur Headquarter.<\/p>\n<p><strong>Name of the Organization<\/strong>: The Global Open University, Nagaland.<\/p>\n<p><strong>Objectives<\/strong>:<br \/>\nThe objectives of the University are as follows:<\/p>\n<ol>\n<li>The University shall design and run courses and programmes leading to the award of certificates, diplomas, degrees of bachelor, master and other academic distinctions, under the faculties and in the subject enumerated.<\/li>\n<li>The University, by regulation, has the power to abolish or create any faculty of any course or programme of study enumerated in the schedule without causing any detriment to the interests of teachers or students concerned.<\/li>\n<li>The University may impart instructions in regard to a course or programme or study through one or more modes, which may include distance, continuing and regular modes of teaching and learning.<\/li>\n<li>Without prejudice to the above, the main objective of The University shall be to provide high quality professional, technical and technological in-campus, class room, formal and regular courses and programmes of study to the students hailing from Nagaland in such subjects, areas and fields of study which are generally not offered by other Institutions in Nagaland.<\/li>\n<li>The University shall specially strive to have professional, academic and other possible link-ups and ties with various centers of excellence in and outside the country for promoting the standards of education provided, for improving the methodologies of teaching and for upgrading the potentials of teaching and non-teaching staff of the University.<\/li>\n<\/ol>\n<p><strong>Functions and duties:\u00a0<\/strong>The University shall have the following powers and functions:<\/p>\n<ol>\n<li>To provide for instruction, teaching and training in all the branches of study and particularly for research, advancement and \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0dissemination\u00a0 of knowledge through establishment of institutes, departments, schools, faculties and other centers of excellence<\/li>\n<li>To hold examinations and to grant and confer certificates, diplomas, degrees and other academic distinctions on those who pass the examinations, to confer honorary distinctions on men and women of eminence and to withdraw the certificates, diplomas etc from those who had been conferred for good and sufficient reasons.<\/li>\n<li>To affiliate colleges under Section 3 (7) of the University Act which has been passed by the Legislative Assembly along with the assent of His Excellency Governor of Nagaland.<\/li>\n<li>To transform the University into a centre of excellence particularly in the fields of healthcare, Para-medical education, hospital administration, physical and biological sciences, technology\u00a0 including information and communication technologies, Engineering, Social work, Environmental Science, Law, Fine Arts etc<\/li>\n<li>To maintain and manage the physical and financial assets of the University in the most effective manner with the view to promote the purpose of the University<\/li>\n<li>To appoint professors, associate, assistant professors, readers, lecturers and others connected with teaching with a view to imparting instructions of very high standards<\/li>\n<li>To establish all physical amenities conductive to the most effective learning by the students enrolled with the University<\/li>\n<li>To institute fellowships, scholarship, prizes, medals etc, with a view to promote research and motivating study;<\/li>\n<li>To collaborate, cooperate and act jointly with other organizations, institution, Universities etc, within and outside India, particularly in the fields of medical education, engineering, technology, environmental science, law and fine arts etc, for strengthening research and improving quality of instructions to students;<\/li>\n<li>To disseminate knowledge to the students through seminars, conference, executive education programmes publications and training programs;<\/li>\n<li>To provide consultancy to industry, government and public organizations;<\/li>\n<li>To establish and maintain within the premises of the University or elsewhere, such classrooms, study halls as the University may consider necessary and adequately furnish the same;<\/li>\n<li>To receive grants, subscriptions, donations and gifts for the purpose of the University and consistent\u00a0\u00a0\u00a0 with the objects for which the University is established;<\/li>\n<li>To purchase, take on lease or accept as gift or otherwise any land or buildings of works which may be necessary or convenient for the purpose of the University on such terms and conditions as the University may deem fit and to construct or alter and maintain any such buildings or works;<\/li>\n<li>To execute conveyance, transfer, re-conveyance, mortgages, leases, license and agreements in respect of property, moveable or in-moveable, including securities belonging to the University or to acquire the same for the purpose of the University;<\/li>\n<li>To enter into agreements with Organizations which may include the central government, the state government, the University Grants Commission or other authorities for relieving grants;<\/li>\n<\/ol>\n<p>To accept grants of money, securities or property of any kind on such terms and conditions as may be deemed expedient;<\/p>\n<ol>\n<li>To raise and borrow money on mortgage, promissory notes or on other obligations or securities based upon all or any of the properties and assets of the University with or without any securities and upon such terms and conditions as it may deem fit and to pay out of the funds of the University all expenditures incidental to the raising of the money and to repay and redeem any money borrowed;<\/li>\n<li>To invest the funds of the University or money entrusted to the University in other such securities and in such manner as it may deem fit and form time to time transpose any investment; and<\/li>\n<li>To do all other acts as the University may consider necessary that are conductive or incidental to the attainment and promotion of the aforesaid objectives.<\/li>\n<\/ol>\n<p>The Hon\u2019ble Chancellor shall be responsible for the distribution of the aforesaid powers and functions of the University amongst the officers, councils, committees, boards and other authorities of the University in accordance with the provisions of this Act for carrying out the objectives of the Employees:<\/u><\/strong><\/p>\n<p><strong>Powers and duties of Officers and Employees under Section 4(1) (b) (ii) of RTI Act, 2005.<\/strong><em>\u00a0<\/em><\/p>\n<p><strong>H.E The Governor of Nagaland, Visitor \u2013<\/strong><\/p>\n<ul>\n<li>The Visitor shall preside over the convocations of the University and in the case of his inability, the Chancellor shall do so.<\/li>\n<li>The Visitor shall constitute a Committee every 5 (five) years from the date of establishment of the University comprising eminent persons in the field of education to review the working of the University and cause its report to be laid before the Nagaland Legislative Assembly.<\/li>\n<li>The Officers and Councils under this Act have an obligation to send all the notices, minutes and decisions of their meetings to the Visitor well in advance.<\/li>\n<li>The Visitor has the power to attend the meetings of the Governing Council and when he so attends, he shall preside over the meetings of the Governing Council.<\/li>\n<li>The Visitor has the power to seek from the Chancellor information on all affairs of the University which shall be provided to him with utmost dispatch.<\/li>\n<\/ul>\n<p><strong>\u00a0Pro Chancellor<\/strong>\u00a0 &#8211;<\/p>\n<ul>\n<li>The Pro Chancellor of the University has all powers in regard to the conduct of the affairs of the University in accordance with the provisions of this Act and all unspecified powers shall vest in him which shall be used for more effective implementation of this Act.<\/li>\n<\/ul>\n<p><strong>Vice-Chancellor<\/strong>&#8211;<\/p>\n<ul>\n<li>Presides over the meetings of the Academic Council.<\/li>\n<li>Take such action as he may deem necessary in the case of any emergency and report the same to the Officer\/ Council or authority concerned which would have ordinarily dealt with the matter.<\/li>\n<li>Provided that if the Officer or Council or authority does not approve of the action taken by the Vice Chancellor, the matter will be referred to the Chancellor through the Pro Chancellor whose decision shall be final.<\/li>\n<li>Provided further that the person affected by the decision of the Vice Chancellor\/Officer\/Council\/other Authority, has a right of appeal to the Visitor, as the case may be, within thirty days of the decision coming to knowledge of the affected person.<\/li>\n<li>Exercise such other powers and perform such other duties as may be assigned to him by the Chancellor or Pro Chancellor or any other Council or Officer or authority under the University regulations.<\/li>\n<\/ul>\n<p><strong>Registrar\/Director\u00a0<\/strong>\u2013<\/p>\n<ul>\n<li>Comply with all directions and orders of the Executive Council, the Vice Chancellor, the Pro Chancellor and the Chancellor.<\/li>\n<li>Furnish notices, minutes and other records of the University to the Vice Chancellor, the Pro Chancellor and the Chancellor on his own and furnish all information when asked by the authority.<\/li>\n<li>Call meetings of the Executive Council for taking emergent decisions, if any, in the absence of the Chancellor, Pro Chancellor and the Vice Chancellor.<\/li>\n<li>Perform such other duties as may be assigned by the Chancellor, the Pro Chancellor, the Vice Chancellor and the Executive Council.<\/li>\n<li>The Chancellor may appoint the Director-in-charge of operations in the State of Nagaland to any other Committee, Board or authority of the University<\/li>\n<\/ul>\n<p>The Chancellor may co-opt any other Director of the University in any Council, Committee, Board or authority of the University.<\/p>\n<p><strong>\u00a0<\/strong><a to meet the comprehensive post-graduate education needs of the residents of the State of\u00a0Nagaland and the nation through. The University Specifically has 8 (eight) sections to co-opt with its various functions.
