I . Particulars of the Organization, Functions and Duties

1. Introduction: The Administrative Head is the Principal Secretary of the Department of Animal Husbandry and Veterinary Services. She is assisted by one Additional Secretary, one Joint Secretary, and one Deputy Secretary along with supporting staff.  The Directorate of Animal Husbandry & Veterinary Services was established in 1965. The Directorate was initially headed by a Deputy Director but it has now become a full fledged Directorate headed by a Director, assisted by 3 Additional Directors, 18 Joint Directors and 56 Deputy Directors. There are 11 Chief Veterinary Offices headed by a Chief Veterinary Officer.

5. Vision:- With the reduction in import and  satisfactory per capita availability on meat and milk, the Vision of the Department is to produce meat with special reference to pork including milk for value addition with prospect for export by 2030 as follows:-

Animal Husbandry and Dairying Sector:-

  1. Strive to attain self-sufficiency on meat.
  1. Focus towards achieving “White Revolution” in the State. 
  2. Produce surplus for “Value Addition” & “Export”.
  3. “Genetic improvement” of livestock & poultry breeds through infusion of superior germplasm and selective breeding.
  4. “Create self employment” avenues through livestock & poultry farming and raise employability.
  1. In situ conservation of Indigenous Animals like Indigenous Pigs, Long Haired Goat, Mithun & Poultry with future prospect for production of organic meat in its own breeding tracts.
  2. Identification and propagation of local fodder grass & trees having high protein for meeting the requirement of Livestock & Poultry feed within the State.

 
Veterinary Services Sector:-

  1. Delivery of Veterinary Health Care Services at the farmers doorstep
  2. Provide preventive Veterinary Public Health Services specific to zoonotic diseases

 

6. Approaches :- In order to achieve the above visions, the Department intends to adopt the following approaches:

  1. The involvement of the rural farmers - “Peoples Participation” in the Villages. Rural farmers shall be encouraged to invest their resources on livestock production and also help in implementation of the schemes. This will help in uplifting the rural economy as well as bridge the gap between demand and availability. 
  2. Setting up of “Commercial Pig, Dairy Cattle, Goat Breeding Farms” on PPP mode in Peri-Urban & Rural Areas.
  3. Production through “Cluster Approach” – to ensure effective monitoring and success of the schemes and marketing.
  4. Zoning of Livestock” district wise and formulate sustainable schemes for each district.
  5. Adoption of Villages” for production of pork and Indigenous Animals specially Mithun
  6. Formation of Self Help Groups / Cooperative Societies” to promote production and marketing in an organized manner.
  7.  “Consolidating and dovetailing the entire Health programme” under State & CSS into an effective delivery system at the doorstep of the farmers.
  8. Emphasis on “value addition on milk and meat products” with the processing technology available in the State.
  9. Enhance “training & capacity building” through extension services.

 

7. Strategy in achieving the Vision:- The above mentioned Vision Statement requires meticulous Planning and Implementation of existing Projects and Schemes judiciously so that the Vision is achieved within the set time frame. For which the following strategy is being proposed:-

Animal Husbandry and Dairying Sector:-

  1. Facilitate meat and milk production at farmers household level so as to upscale production.
  2. Encourage progressive entrepreneurs for livestock production at commercial scale through organized support mechanism from the Government.
  3. Set up Nucleus Pig Breeding Centres with exotic germplasm for propagation of productive pigs at the farmers level supported by mandatory application of Breeding Policy.
  4. Set up Boar Station facilitated with semen processing laboratory for propagation of superior germplasm through Artificial Insemination (AI). Satellite AI centre’s to be set up in all strategic locations making the facility accessible to all needy farmers. 
  5. Impacting rural piggery for increase production at community level, production of known genetic female line from Nucleus Piggery Farm and availability of superior boar semen from Boar Station shall be synchronized through an organized platform for production of finishers pig. This cumulative achievement shall result in self – sufficiency in pork with scope for export by 2030.
  6. Setting up of Modern Abattoir with Slaughter facilities as per Animal Welfare Board of India  (AWBI) norms alongwith Pork Processing Plant for providing hygienic and wholesome meat particularly  Pork with prospect for packaging and export under the brand name of Naga Pork on PPP mode with entrepreneurs including Meat Quality Testing Laboratory for meeting the requirements of import / export protocols. For which, the ongoing setting up of Slaughter House at (Khopanala), Shoxuvi, Dimapur shall be taken up and put into functional under State Plan / Govt. of India funding.
  7. Providing logistic support for Dairy Development through Setting of Dairy Plant in all District Headquarters and installation of Bulk Milk Cooler in all the Milk Shed Areas and Milk Routes to harness surplus milk for Value Addition.
  8. Usage of Sexed Sorted Semen and Embryo Transfer Technology in line with the Breeding Policy of Cattle for enhancing Milk Production at a faster pace. 
  9. Mandatory Herd / Population Registration of livestock and domestic poultry for creating real-time database.
  10. Capacitate and create village level extension worker in the capacity of Livestock Service Provider (LSP) to facilitate door step veterinary service delivery system, collection of field data and reciprocate bottom to top need based services. 
  11. Develop Livestock Insurance Policy for Major Livestock owned by farmers.
  12. Harnessing of available feed resources and capacitate entrepreneurs by developing self-sustainable organization such as Feed Corporation for self-reliance. Develop Support System like feed analytical laboratory, incentivized cereal production (Maize, Soybean and oats) at farmer level by installing feed processing machineries such as grinders accessible to farmers. The entire system shall be supported with an in-built buy-back policy.
  13. Setting up of one Referral Hospital and up-gradation of existing Veterinary Hospitals into Poly Clinics including Veterinary Dispensaries in all the Blocks.
  14. Production of Swine Fever Vaccines (SFV) production to meet the demand of the state.
  15. Establishment of Quarantine infrastructures both at International (in-line with the International Border Haats at Longwa, Chen Moho, Avankhu and Pangsa) and Inter-State level to check epidemics effectively.
  16. Setting up of Central Piggery Farm for production of known genetic piglets suitable to the State for further propagation at the farmers’ level.

8. Objectives   of the Department:-     

  1. Consolidating the achievement made in the 12th Plan.
  2. Intensify infusion of superior germplasm through Artificial Insemination with special reference to Dairy Cattle & Pigs with the aim in attaining self sufficiency in Milk & Meat through peoples’ participation.
  3. Focusing on White Revolution in the State through promotion of Dairy Farmers.
  4. Promotion of Crossbred animals while conserving & improving the indigenous breeds
  5. Setting up of breeding farms on piggery, poultry & goatery  at the farmers level
  6. Setting up of Slaughter house & abattoir for providing wholesome meat and effective utilization of the byproducts.
  7. Enhance feed and fodder production.
  8. Provide marketing linkages to the producers through buy back policies.
  9. Harnessing surplus for Value Addition.
  10. Provide health care facilities to the doorstep of the farmers.
  11. Provide self employment opportunities through livestock and poultry farming.
  12. Intensify training and capacity building.

 

Thus, during 2017-18, the Department shall give a major boost in production of meat and milk supported with health care services with the existing available schemes under State & CSS including other logistic backup with a view to encourage the farmers to take up Animal Husbandry as a profitable occupation with prospect of self sufficiency & Industrialization through value addition. For which, the Department of A.H. & Veterinary Services shall act as a facilitator through various programmes.

1. MANAGING DIRECTOR- Overall incharge
2. PROJECT DIRECTOR
          a) All matters relating to supervision and co-ordination of all normal activities
          b) All matters relating to Administration, Planning, projects preparation and implementation both under State and CSS schemes.
3. DY.PROJECT DIRECTOR (PROCUREMENT & INPUT)
          a) Overall Incharge for Cattle Feed Plant and Complete Feed Block Plant, Technical Input services including breeding, Health Services, Insurance,     etc.
          b) All matters relating to Establishment/ Adminintration, Society development and Milk Procurement, Trainings and Extension.
          c) Matters relating to State Plan Schemes
4. DY. PROJECT DIRECTOR (PRODUCTION)
          a) Overall Incharge for Capital Dairy Plant and Package Drinking Water Plant
          b) All matters relating to Reception, Processing and Marketing of Milk/PDW
          c) Matters relating to Central Plan Schemes.
5. ASST. PROJECT ENGINEER
          a) All matters relating to Civil works
          b) Preparation of Estimate, Execution of works and maintenance of assests.
6. MANAGER (PROCUREMENT & INPUT)
          a) Matters relating to Cattle Feed Plant and Complete Feed Block Plant, Technical Input service including breeding, Health Services, Insurance,     training  Society development.
          b) Milk procurement and Input services, Vehicle maintenance for Plant vehicles.
          c) To prepare and submit Daily Milk Procurement Report to H.O with intimation to Manager (Prod.) on regular basis.
7. MANAGER (PRODUCTION)
          a) Matters relating to Capital Dairy Plant and Package Drinking Water Plant
          b) Matters relating to Prtoduction, Quality Control, Operation and Maintenance of Dairy/PDW.
          c) To maintain raw milk stock records
          d) To prepare and submit Daily Production Report to H.O with intimation to marketing incharge on regular basis.
8. ACCOUNTS SUPERVISOR
          a) Financial transactions/ books of A/c of Federation, Capital Dairy, feed plant, PDW etc.
          b) Marketing and store incharge for PDW
          c) Financial Audit of District Units
          d) To prepare and submit Financial MPR for all units and submit to H.O on regular basis.
9. MARKETING SUPERVISOR
          a) To maintain Impress Cash of the Capital Dairy Plant.
          b) Store incharge for Milk & Milk Products, Dairy Consumable/ spares
          c) Dispacth & Issue of Milk &Milk Products
          d) To prepare and submit Financial MPR for all units and submit to H.O on regular basis
10. ADMINISTRATIVE SUPERVISOR
          a) Matters relating to General Establishment, Transport vehicles etc
          b) Monthly/ Quarterly Progress Report of District Units/Unions
          c) Assets/ Stock Books of the H.O.
11. JUNIOR SUPERVISOR (FEED PLANT)
          a) Matters relating to Cattle Feed Plant & Complete Feed Plant
          b) Supervise Procurement of raw materials, Production and Sales
          c) Maintain stock, Bills, MPR
12. OFFICE ASSISTANT
          a) Shall assist Training, Technical Input Services
          b) Compilation of Dairy Milk Procurement Production & Marketing for onward submission to authority on daily basis.
          c) Data Entry and Manual Entry of Reports/ Registers relating to above
13. PLANT OPERATOR/SUPERVISOR
          a) Proper maintenance/ upkeep of Plant machineries/ equipment
          b) Supervise Reception and Production of Milk & Milk Products
          c) Maintain stock inventories of machineries/ plant/ spares
          d) Strict maintenance of Attendance Reports and submit to H.O on regular basis
14. JUNIOR SUPERVISOR/ TECHNICIAN
          a) Proper maintenance/ upkeep of Ancillary equipments such as DG, Boiler, Compressor etc
          b) Operation and Maintenance of UHT Plant
          c) Shall assist Reception and Production of Milk & Milk Products
          d) Shall maintain energy consumption of equipment, machineries
15. LAB.ASST./MILK RECORDER
          a) Shall Collect samples, testing, recording of raw milk.
          b) Assist in Quality Control of Milk & Milk Products
          c)Shall prepare Daily Procurement report and submit to H.O through the Manager (PI)
