    Directorate of Land Records & Survey

      

     INTRODUCTION
    The Directorate of Land Records and Survey was established in the year 1973 with its Headquarter at Kohima, and then it was shifted to Dimapur during August 1975. In Nagaland, land belongs to the people and its Administration is by Traditional system and Customary Law of each Tribes. The Department activities are restricted to Administration and maintenance of Land Records of Government Lands such as Towns, Administrative Headquarter and Government Pocket Land. Land Records System exists in and around Dimapur Mouza, Towns Administrative Headquarter and Govt. acquired lands only.
    In the initial stage the activities of the Department was mostly in and around Dimapur only. Now, with awareness, all Administrative Headquarters and other Government Lands are being Surveyed and District Offices in all the District are headed by Land Records & Survey Officers with the field staff.
    Organization set up-State Level.
    The Department is headed by Chief Minister assisted by Parliamentary Secretary and Secretary as AHOD and Director as HOD. The Department looks after the Revenue Administration and Land Records and Survey. 
    Directorate level activities
    a)      Land Revenue Administration:
    The Commissioner, Nagaland functions as the ex-Officio Director of Land Revenue and he is assisted by the Deputy Commissioner at Headquarter level and ADC/SDO at Sub-Divisional level and two Revenue Officers in Kohima and Dimapur. The Revenue Administration primarily deals with land Settlement and Collection of Land Revenue. 
    b)      Directorate of Land Records and Survey and its Branches.
    The Director functions as the Head of Land Records and Survey Department. The Additional Director, a Joint Director, two Deputy Directors and two Assistant Directors assist in carrying out the Departmental Works, Activities and Assignments.
    The primary duty of the Directorate is to construct up-date and maintain the Land Records and carry out all Survey works.
    c)      District level.
    The Land Records and Survey Officers head the District Land Records and Survey Offices in all the eight Districts. They carry out Departmental works and also assist the District Administration in all Technical matters relating to Settlement and Land Revenue.
    d)      Survey Training Institute.
    The Survey Training Institute is an important unit of the Directorate of Land Records and Survey. A Training Officer in the rank of Land Records and Survey Officer heads the Institute.
    The Institute imparts Comprehensive Training to all in-Service Technical Officers and Staff of the Department and conduct Training on fundamental of Surveying, the importance of Land Records, Settlement, Land Revenue and Map Reading to the I.A.S. and N.C.S. Probationers of the State.

     

     

     

     (e)  Map Production Centre.
    The map production Centre attached to the Directorate of Land Records and Survey is the only authorized Machinery of the Government to prepare Maps for Official proposes and uses.

    Functions & Duties.
    The main functions of the Directorate are:-

    Summer: 9:30am to 4:30pm
    Winter   : 9:00am to 4:00pm

    a) Cadastral Survey:

    b) Village recognition.
    c) Render technical assistance to district administration in land settlement and revenue administration.
    d). Construction, maintenance & updating of Land Records.
    e) State Mapping Agency.

    The Secretary is the Administrative head of the Department having absolute authority of supervision and control over all affairs of the Department and all decisions thereof. He is the Appellate Authority of Right to Information Act, 2005 with regard to the Land Revenue Department. All files are submitted to him for his approval and if any changes are to be made, Secretary will send back the file with suggestions for resubmission after making necessary correction/rectification as suggested. In routine office works the final decision is taken by the Secretary.

    The Addl.Secretary has Administrative functions in the Department. All files and daks go through the Addl. Secretary of the branch and after going through the files, Addl. Secretary will give the clear picture of the subject matter and will put up the file to higher authority for final decision.

    The Director is the Head of the Department having absolute Authority of supervision and control over all Affairs of the Directorate and all decisions thereof. He is vested with the delegation of Financial and Cognate Power, Rules 1964 as Amended from time to time. It is his prerogative to delegate any of the above mentioned powers to his Subordinates. He is the Appellate Authority of Right to Information Act 2005 in regard to the Directorate of Land Records and Survey.
                         The Director is the over all in charge of Adm. and Policy matters/Confidential matters and all other works not specifically allotted to any other Officers.

    The Additional Director is the Second in command of the Directorate. He functions as Head of Department in absence of the Director and looks after General Administration and Establishment.
    The Additional Director oversees all Technical matters within the State & outside State/Supervision of C.S.S Schemes/Drawing and Disbursing (DDO)/Matters relating to Acts Rules and Court Cases, Border Affairs/ NLRMP Cell.

    The Joint Director is in charge of all State Plan Schemes/ Assembly              Question/ RTI/Preparation of Speeches etc.

    There are two Deputy Directors in the Directorate.
    a)      One Deputy Director is in- charge of Store Procurement of Instrument/Equipment & its maintenance/ Establishment/ Training Programme outside and within Nagaland/ All Technical works and its Planning/ Boundary Affairs under the Supervision of Addl. Director.
    b)      Another Deputy Director is Nodal Officer relating to Departmental/Protocol matter with Government/ Civil Works/ Building, Land & properties of Department.

    There are two Assistant Directors:-

    1. One Assistant Director is in- charge of Supervision of Survey works for Districts of Wokha, Kohima, Phek, Mokokchung and Peren/ C.S.S Schemes under the Supervision of Addl. Director/ presently in-charge of S.T.I till Training Officer Posted/ Matters relating to Technical Cell and Land Patta Book.

    b)      Another Assistant Director is in- charge of Supervision of Survey works for Districts of Tuensang, Kiphire, Longleng, Zunheboto and Mon/ Nodal Officer of E-Governance and I.T/ Computer Cell in the Directorate.

    Registrar co-ordinates the Files transaction, keeps and maintains important Office Records, Supervises and ensure safety of Records. Registrar ensures regularity and attendance of the staff.
          The Registrar is in charge of Stationary/ Supervision of all matters relating to Establishment/ Conduct of Rules, Disciplinary cases, MACP Grant, Leave & Pension/ Welfare of Staff/ Transport and Vehicle.

    There are two Superintendents in the Directorate to assist overall smooth functioning of the Office. 
    a)      One Office Superintendent looks after General Establishment under the Supervision of Registrar.
    b)      Another Office Superintendent looks after all Account matters under the Supervision of Accounts Officer.

    Accounts Officer is deputed from Directorate of Treasuries and Accounts. He looks after the accuracy of Financial/ Budgets and all Accounts related matters in the Department.
                 The Accounts Officer is in-charge of Audit Objection/ PAC/ Finance Commission and C & A.G .report, matter relating to appropriation account, Auditing, passing of Bills and Arrears/ Maintenance of Group D GPF, etc.

    There are three Assistant Superintendents in the Directorate.
            a) One Assistant Superintendent is responsible for all matters relating to Centrally Sponsored Scheme NLRMP/ Building & Department Land, House Rent.
              b) Another Assistant Superintendent looks after all matters relating to Appointment, Creation of post, Transfer & posting, Confirmation of Temporary post, permanency, retirement, Govt. notification.
    c) The third Assistant Superintendent is in charge of all matters relating to District Plan Sub-division Planning & Development, allotment of Govt. Quarters, transport, Assembly questions, training NEC matter & Stationary and furniture

    When a Survey party is detailed for Survey work of a particular Administrative Headquarter or Government Pocket Land, the Survey Party goes for recce for Technical Planning after the concern Administrative Officers issue clearance regarding the Boundaries and the status of the Land. A notification to this effect is Notified inviting claims and objection on the basis of forecast Report to be submitted to Government through the concerned Deputy Commissioner. After the completion of all this formalities, the actual Survey work begins. Normally there are two stages of Survey e.g., Traversing and Detail Survey.
    Traverse Survey is to provide control point on the ground to enable the Plain Tabler to carry out consequent Detail Survey. After completion of the first stage the Detail Survey works resume by showing different layers/ground information and then construct Land Records of each Land holdings.

              All the decision making process are minutely routed through concerned corresponding files of all the activities in the Department.

    2.                  Norms set for discharge of its function.

    Survey is carried out in and around the foothills of Dimapur Mouza and are governed by the Assam Land Revenue Regulation Act 1886. Financial Rules/Service Rules are as per Government Standing Orders and Regulation as are in force.

    e)      Computerization of Land Records

    Implementation of this Scheme is taken up by the Department with a view to removing the problems existing in the Manual System of maintenance and updating of Land Records so as to assist Developmental Planning and to make Data or Land Information accessible to Planners.

    f)       Base Map Survey of Nagaland

    The main purpose of taking up this scheme is to give Technically usable Scale of Map for its Technical Planning and to enable Government Agencies to impart their Schemes for proper Development and implementation.

    g)      Survey Training Institute

    The Survey Training Institute is an importance unit of the Directorate of Land Records and Survey which imparts Basic Training on Surveying to its Personnels. It also imparts training on Fundamental of Surveying, Map Reading and the importance of Land Records to I.A.S., N.C.S. Probationers and Border Magistrate. The Institute is now adequately equip with Modern Technology and as a result enhance/improve the quality of working system in the Profession of Survey, Land Records, Land Revenue and Settlement.
